The National Institutes of Health (NIH) was seeking to develop a standard Research Utilization Rate (RUR) to be used for laboratory planning and design purposes. EBA provided analytical and documentation support to the Division of Facilities Planning in Bethesda, MD. The EBA team analyzed current research space utilization rates, compared NIH rates with similar research institutions, and developed comparison models with previous NIH owned space. Inclusive in the analysis were the development of planning studies, proposals of RURs, and testing that rate for different facility and research types in existing NIH buildings.
